Transform the Property Tax into a "value-capture user fee"
This would entail a lower tax rate on building values and a higher tax rate on land values. Sustainbility results would include:
-More affordable housing (cheaper to construct, improve and maintain)
-More affordable business rents. Resulting in more robust small business econ.
-More affordable land
-Induce infill development
-Reduce cost of weatherization and energy efficient retro-fits
-Job Creation from more building improvements
-Makes transportation infrastructure financially self-sustaining

this seems like a good policy, but I wish the owners would explain it or give us a link to read more. If it encourages energy efficiency and creates incentives for sustainable behavior, I support it.
